Sounds like a poor connection in the fuse box, or a bad ground.

SOURCE: flashing relay clicking

If your parking lights are flashing also, I would have to guess that the battery has been disconnected recently. If so there is a small, 4" x4" box on drivers side under dash by colomn that has a small red button on it. Push this button for a few secounds and that should fix your problem. Hope this helps and have a good day.

Subaru electrical

You pulled the relay out and checked for power on all the terminals? If so, and you had no hot terminal, possibly a fuse link that sends power to the relay may have failed. When the A/C is turned to on, and key on, two terminals should have power-the main power and the signal to the relay's coil side that turns the relay on, so power can be sent to the clutch.

My 1999 subaru outback legacy has a clicking noise when the air conditioning is on, at the same time the clicking is going on the front black piece under the belt is not moving , and the 2 front fans stop,...

the clicking is just the unit cycling most the time, getting the Freon recharged could help with your problem and ease up on the cycling, the fans are on sensors and relays , and at times they do turn off when not needed,

There is also a switch that will not let it engage if the system is low on refrigerant. It is on the evaporator. Have the system checked to make sure it is full to save yourself alot of headaches. Good luck and have a good day.
