2004 Sebring failed the emissions testing

Probably not a cheap fix.
The car will not pass the test if the light is on during the test.
The light is on when the computer has a problem that will affect emissions or performance.
You would need to have the computer scanned for trouble codes then fix the problem. Once the problem is fixed and the code is erased, the light should stay off.

Will an engine bought from a 1999 Silverado originally sold outside of California pass California emissions

There are two type of emission classes.

Federal and California emissions.

Look under the hood for the emission class sticker.
Smog check station's machine in CA are programmed to handle both types.

You do not need to change anything before the inspection.

==== Side notes: You should check the service record for the last Catalytic converter,O2 sensors and EGR valve change.
Service interval for
Catalytic ~180,000 miles O2 ~150,000 miles EGR ~160,000 miles

If you can locate the last smog test (even from out of state) Check for the

Engine light alarm, did not pass smog?

dependent upon your state restrictions it needs to be either fixed or taken through a waiver process. in most any state that does smogs anything after 1996 with an engine light on will fail smog because it only comes on to warn you of an emissions related issue.
I would suggest having it diagnosed at the nearest 2G smog certified shop...

2001 Dodge Carvan check engine light is on. Code 403??? What is that and where to I get it fixed? How much will it cost me?? Thankyou

This an egr (exhaust gas recurculation) related code. This is considered an emission related problem. Under certain driving condition this valve will open to allow some exhaust gas to reenter the combustion chamber, lowering combustion temperatures, reducing oxides of nitrogen emissions (smog or N0x) from tail pipe. unless the egr is open all the time this has little impact or runnablity. Depending on your location and emmsions requirement of that area, this may need to be repaired in order to renew vehicle tabs.

A DRB-3 scan tool uis recommened to preform function tests of the egr system on chrysler corp. vehicles of this era. Consult an emissions specialist.

Keeps failing emission check engine light not on

As you probably know by now there is no way to pass an emissions test as long as the check engine light is on....Your car is what they call an OBD2 system... You need to have the diagnostics codes pulled by a special tester specifically for OBD 2 systems... Once codes are pulled fix if necessary any problem and have the codes cleared... This will turn the check engine light off an enable you to pass smog providing your car is running properly...

02 sensor out can this fail my smog check

The simple answer is yes. Most E-check locations use a computer to check the cars diagnostics. Typically the O2 sensor will show up on your computer and oftentimes a check engine light will come on. The computer or the check engine light is an instant failure for E-check. A damaged O2 sensor also prevents your car from running at its cleanest and prevents optimal fuel efficiently. I would suggest you get it fixed. In the long run you may break even with the gas you save anyway. Good luck!
