I had new heads put on my 2.9l and it got cold and now it won't start and i've also changed the map sensor, distibutor, plugs, wires. and it's getting gas and spark but still won't start.

You are obviously not getting gas, so lets start with the fuel pressure, does it have enough psi's. Also, have you done a compression check on the heads. Might simply be that. you can set up a fuel line of your own with home made i.v. bag and see if running gas your self will allow it to run.

Clean the idle air control valve or replace it and check the readings on your engine coolant temp sensor. Wrong temp reading really screw up the air / fuel mixtures
Have you checked for vacuum leaks at all lines and going to the MAP sensor? It also has a TPS(throttle position sensor) and CPS(crankshaft position sensor),I think.
I'm thinking vacuum leak or TPS. don-ohio
I had the same problem..1985 Ranger. Mechanic put a new module and distibutor on it..still no fire..charged me $500. I got it home..put a new computer on it..still no fire. I tried other things but the last thing I did was replace connector that plugs into the module on the distributor. I sliced the 6 wires one at a time..plugged it in..It started immediately and is running perfect..Hope this helps..I found a TFI module harness on EBAY for under $20..
Stupid answer but the fuel filter has a check valve to stop the fuel from draining from the fuel lines .If the fuel filter is bad it would do exactly as you described
