Both park lights and tail lights are staying on. Headlights go on and off as should. All is working as should just park and tail lights will not shut off. 2000 Ford escort zx2

If it is a CANbus system it isn't the light switch, or any other switch, that performs the switching functions. The switches merely send a signal to a nearby black box where the request is digitised and coded and sent along the digital highway where another black box will receive and comply.

I suggest you check whether your car uses this system by looking at a wiring diagram. If it does there is not only some of the usual supply circuit and possible wiring problems to investigate but also software glitches and defective black boxes.

Runnigg/dash lights fuse blowing

Sounds like you have a short. You will need to get yourself a tester light specifically for shorts. Inatall that in place of the fuse and activate your dash/running lights and see if the tester light up if it does then a short is present. At that point you need a wiring diagram of said circuit and try and locate where the short is. If your not expierienced at this i advise seeing a reputable garage.

I need a fuse diagram for a 92' Oldsmobile 88 royale.. My park brake sensor keeps beeping, and the brake isn't even down.. Also, the park brake light is also on.. PLEASE HELP.. It BEEPS going up...

I don't think a fuse diagram is what you need.
If you get under the dash and look up at the parking brake pedal assembly you might see a switch with one wire. Its a simple piece of metal that is a ground and it gets pushed off its contact by a nub on the brake mechanism. That switch may have come loose and is cust a constant ground or a plastic pin on the back of the switch which keeps it from turning could have broke off and it moved out of posistion.

Ignetion coil

Coil should be inside the cap on that one...Install instructions usually come with the new one (not difficult) Make sure you make yourself a wiring diagram for the plug wires before you begin and mark the wires so you can replace them correctly. When screwing coil to cap, make sure that the screws don't come through to the inside of the cap or it won't work. Before changing the coil, check spark at the plug wires. If it appears strong, likely you are changing the wrong part. Make sure the wires cap and rotor are in good condition as well.
