Question about 2000 Mercury Cougar
There is a wire or rod connected to this lever which may be broken or the plastic keeper broke and the rod fell out..need to see if this can be acessed and repaired or if a replacement seat from a tow yarsd is in order..good luck..

Don't listen to that guy!!!! you need to take the plastic cover behind the steering wheel. there are two bolts holding the air bag in t30 (torx) then the air bag falls right off. then the steering wheel is held in by a 15 mm head bolt.
Warning: make sure battery is disconnected for at least 30 min before you mess with the air bag connector

THE MOST COMMON CAUSE OF THIS IS THE SEAT SWITCH (WIGGLE THE SWITCH WHILE YOU TRY TO MOVE THE EAT), IF THAT DOESN'T FIX IT U WILL NEED TO REPLACE THE POWER SEAT TRANSMISSION, A VERY EXPENSIVE PART, SO TRY THE SWITCH 1ST.
