You will need to check all the fuses, sounds like the mechanic knocked a fuse loose when changing the cigar lighter fuse.

Start by pressing down on the fuses around fuse #41.

This would be the 8 to 13 range ( #41 is in an odd location, not by fuse #42 ).

I am going to go with fuse # 12 is knocked loose, that is for the PCM relay coil, which without power to this, part of the truck is dead ( this operated the coil on the PCM relay ), but still start with pressing all the fuses in that area ( take a good look where #41 is at, it is center of the fuse panel, where #42 is at an outside edge ).

Instrment cluster and fan, radio nothing lights up but it all works just can not see them at night

check the main fuse box under the hood and your owners manuel will tell you where each fuse is and what it controls. It will also tell you what amp. to use. Make sure you checked your other fuse panel located on the side drivers panel.

Dash lights and taillights out fuses all ok

In battery junction box or the under hood fuse panel check fuse no 11(15amp),it will be at the center of the fuse box where there is 4 fuse slots but looks like only 3 fuses, if this fuse in good then you will see a relay that is shaped kinda like a cross. This is the parklamp relay which also powers the dash lights.
