SOURCE: rear wiper does not touch window
I have this same problem and I was told once it is above freezing here to wash it and lubricate the hinge and spring. They said those get gunked up and won't move with the window correctly which causes this problem. This week I hope to try it since it will finally be warm enough!

If it is not touching the glass the arm is bent. Raise the arm away from the glass. Grasp the arm near where it is mounted to the body and near the wiper blade with the other hand. Slightly bend the arm toward the glass. Only bend the arm a very slight amount and check to see if there is enough pressure for the wiper blade to work correctly. Repeat this until the wiper blade cleans the glass properly. DO NOT over bend the wiper arm as too much pressure will cause the blade to wear out very quickly.
