SOURCE: citroen xsara fuel gauge
Your most likely fault / problem, is with the fuel gauge sender unit being faulty - which is in the tank..
Its rare that gauges fail - but its worth checking... Access the fuel tank where the fuel pump fits in under the rear seats (i think) and remove the wire for the gauge, this is the smallest wire on the unit.
Earth that wire (ground), with the ignition on... make sure its a good earth - and the gauge should be seen to rise right to the top... if that happens - it proves the wiring and gauge are ok.. if not - then there is a problem with the wiring or gauge - most likely the latter which would need investigating.
Its usually the sender unit though as I say - 99.9 % of the time.
Hope this helps; also keep in mind that your feedback is important and I'll appreciate your time and consideration if you leave some testimonial comment about this answer.
Thank you for using Fixya, and have a nice day.
