Under the dash on the drivers side... may be just hanging there by itself or on my windstar it's a large blue relay in the fuse panel.

Location for turn signal flasher 2003 ford expedition


Ken, Flasher relay is located under the dash, beneath the radio, in a black plastic cover. turn your signal on(if working) and you can feel it ticking. It is the BL"UE relay. hope this helps.

Pull the cover and see if it can come off from the side. It may be pull the steering wheel but more than likely not.

Does your Expedition have a receiver/trailer hitch and wiring harness? If so, is it OEM (factory) or aftermarket? I suspect that your trailer wiring harness has one or more wires that have chafed insulation and the conductors inside the wires are rubbing together. If the wiring is OK, look at the Trailer Tow relay as a possible culprit.

If fuses are clean and firmly fitted, and bulb sockets are clean, remove steering wheel and check spring loaded contact and spring.

It is behind center of instrument cluster just above the accel pedal in the blower/flasher relay block,it is actually a relay on this vehicle.

it will be in one of 3 Places. Check the Fuse block in the Cab for a little Square box. If not there, Look at the Bootom and Midway levels on the Steering Column. Also check the Fuse Relay box under the Hood.

They are in Different Places in Different Years. Try the Fuse Box up under the Dash on the Drivers Side. If not, Try the Lower part of the Sterring Column. Also look in the Fuse Relay Box under the Hood for the Relay.
