SOURCE: 2000 VW Beetle 1.8 turbo
Thermstat is located at the front of the motor to the left(passenager side of motor) under the intake by the serpent belt area you'll see the goose neck bolted to the block. Part cost $20. If a car service does it about $150 or more. And if you need a wtaer pump it's located behind the timing belt cover.( VW won't recall none of these cars for cooling problems, electrical problems and so on. 1.8 turbo is the worst of all the VW's hope the head on your motor doesn't melt.) Get it fixed and trade it in. Buy American.

The plastic ignition switch is held in with a philips screw. You will need to remove the ignition lock cylinder to get to it. A easy way to check is to unplug the wires going into the back of the lock housing and plug in the new switch, without removing anything.

If you are sure you have a key off battery drain, what you need to do is connect an ammeter to the negative side of the battery(disconnect the negative battery cable and connect one side of the ammeter to the battery terminal and one side to the and one side to the battery cable) note the reading and start pulling fuses one at a time making sure to put them back in their proper slot when the reading an the ammeter goes down to normal the short will be on the circuit of the fuse you have pulled if any part of these instructions is too difficult have the problem checked by a dealer
