Question about 2008 Ford Focus
I was told probably need to replace fuel filter. What do you think? is there an easier way than dropping the fuel tank?
The fuel filter is not in the tank, the fuel pump might be thats why you need the haynes repair manual to see where these items are located, fuel filters are usualy outside the tank on the fuel line and the fuel pump might be able to be accessed under your back seat or trunk, but you would need the manual to know for sure or look it up on a search engine

SOURCE: How do I change fuel filter.
run a fuel pressure test, and check the fuel pump relay, in the underhood power distribution box, if relay is good and you have power at the pump with no fuel pressure then you have a bad pump

yes, fuel pump is inside the tank, replace filter first. then i would test the fuel pressure at the rail, 30 -45 psi at idle. also test pressure regulator. replace pump last (its expensive)
