i have no idea about an idle up solenoid relay but i had the same problem.. there is a hex screw on the motor that takes a very small allen wrench head where you can adjust the idle from there. its near the throttle body

Here are the most common causes of surges, stalls at stops, low erratic idle speed, rough idle and engine hesitation, it is in most cases the idle speed control air-bypass valve and or throttle valve and upper intake, these area's get full of gunk and combustion residue over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.

Sounds like a bad temp sensor, it has several, you need a Clymers or Chilton's repair manual, good investment if you do your own repairs! One sensor is next to the water neck just below the distributor . other is above alternator on the intake. Also there is one on the air cleaner housing that the black connector plugs to. It's late or I would look up the resistance readings for those sensors. Do you have a check engine light on? You can jump the diagnostic plug and get a code to tell you what the ECU is seeing.

You might also check the single injector, had a friend's that the fuel pressure regulator had been messed with and was over-pressurizing the injector, that weakened the injector allowing it to flood at idle and also when cut off (the injector was leaking)
