just cause the relay clicks and makes noise does not mean its working properly that relay provided you have the right one will engage the clutch and the chances of the clutch being bad are very slim so make sure that you have the right relay and get a replacement just for arguements sake and try it also when you select the air cond does the selector light to show that its working that also could be the problem now if the system is out of refriderant this could also be the problem.Hope this helps

you may need to top up the coolant,r112,r140or what ever the car is useing. if the car can'nt be topped up then you have a leak that needs to be fixed, usually the drier.

SOURCE: 2000 Toyota Sienna. Does
The Sienna has had problems with the relay that controls the clutch going bad. Under the
hood, next to the battery, there is a fuse and relay box. One will be
marked magnetic clutch or an abbreviation of that. If the part number
90987-02022, it should be changed out to the updated relay with a part
number of 90987-02028. It 's around $70 from Toyota or you could find
an aftermarket one for about $17 at your local automotive parts store. On some models the a/c light will blink if this is the case but not on all. You could swap it with the fog or possibly the horn relay to see if this is the problem.

SOURCE: air conditioner not working on
the ECM supplies the ground circuit for the a/c clutch. the high pressure switch also needs to be closed to engage the clutch. when the low pressure switch and the high pressure switch are closed that completes the power circuit to trigger the relay.then the power on the #30 terminal can connect to the #87 terminal to send power to the a/c clutch.
