The front seatblet retractor springs have weakened. Unfortunatly, there are no "user serviceable parts" on them. They would have to be replaced. How many miles is on it? If you have low mileage, the Toyota Customer Experience Center may provide you some assistance, as the belt replacements are quite expensive. I'd call the CEC and explain your dilemma. Is this a NEW seat belt? Or a junkyard part... Per the Toyota 1988 Repair Manual - the belt is allowed to be pulled out at a tile of 15 degrees or less; and cannot be pulled out at over 45 degrees of tilt.
Your problem is the belt is not retracting. The manual states to replace the assembly. It also states: "Whenver installing a new belt assembly, verify proper operation before installation."
If a new part does not have proper operation; have it replaced. If this is a 'used' new part - get a NEW seat belt.
