If you have access to the wiring diagram look for the circuit that the fuse feeds and start there. There is probably a blower control relay and a blower motor resistor in the circuit, most of the time the problem is the resistor.

Heater/ AC blower motor does not work on the two lowest fan settings on dashboard control.

I'm not that familiar with Cavys, but the usual cause for losing fan speeds is the blower resistor.
The resistor is usually located under the dash, passenger side, near the blower motor.
It should look like this:

'97 Venture Van. Fan is not blowing no matter

Test the motor first, The wire to it is a hot positive wire and the motor's housing is the ground. If that works ok next check the resistor to see if its burnt out. Did you look at your fuses first?

You most likely need a blower motor resistor board....about $30.
It is right behind the blower motor above the passengers feet.
Follow the 2 wires from the blower motor to the resistor board.
It is held on with 2 bolts/screws.It is sometimes easier to get to if you remove the blower motor first.
It takes about 15mins change a resistor board.
I do 3 to 4 a week.
