your shifting linkage [short one has come off.. they were out or come un snapped... this will fix your problem.. [check the linkages and make sure they are connected together.. jimmyjammz

Dodge is wildly known for there trans problems 3rd gear is the default gear or what they call the limp home mode.trans failure is the most likley cause I put 3 transmissions in my 99 before I got rid of it

the cable goes from the shifter to the transmittion arm,, both cable ends connect via a pin and cotter key (usually) the cable housing (black outside layer) is connected to the shifter frame usaually by a clip and is bolted to the transmittion with a couple bolts on the other end ,, i know this was pertty basic but hope it helped
