I Have Done All the Tune Up But the Timing wont go Down To 12 Degrees Even after I Have Turned the Distributor all The Way It goes. the Lowest The Timing goes is about 18 Degrees

The problem wont be your timing belt. you need to take out a spark plug plug it into your HT lead and check for a strong spark or even if there is a spark. check your contact breakers on the distributor as well

It is a right hand thread and you usually need an impact gun. Take the fan out of the way, to give you more room, I have found that helps.
