Question about 2003 Hyundai Tiburon
Uh sorry to inform ya'll but replacing the seat belt/buckle doesn't stop the airbag light from going off. Both of my seat belt/buckles were replaced on passanger and driver side, airbag light is still on!!
Most dealerships or garages with decent scan tools can find an air bag code if the light is on. The light might not turn itself off even when fixed and would have to be cleared. Also I've seen lights come on if someone has a large audio system installed and is drawing to much power. That is usually just a low voltage code with the system though.

Whoever Told you that is an Idiot! There is a Relay for the Air Bag System Under the Hood in the Fuse Relay box. Sometimes the Dealer must reset But, Not usually.
