You might also check the single injector, had a friend's that the fuel pressure regulator had been messed with and was over-pressurizing the injector, that weakened the injector allowing it to flood at idle and also when cut off (the injector was leaking)
Mine was doing kind up like this and it was a bad map sensor I unhooked the harness from sensor and it ran good enough for me to get home as I had a spare parts car.
I think it may have to do with the TPS. If its been adjusted in the past, then if may be squirting too much gas in the throttle body. If you take off the air filter and cover, listen for a constant hissing sound. If there is, loosen and adjusted the TPS to get a timed hiss sound, and then adjust the timing as needed. You should be able to stop the flooding, but this is all in reference that at one point, the TPS was adjusted.

My 1992 geo metro 1.0 seems to flood when I come to a stop and have to wait for the traffic light to change. When i barely press on the accelerator it wants to flood on me, I have to baby it to get it going and sometimes that don't work. It also idles high I cant figure it out, I have checked the timing and its fine, the idle adjustment screw is all the way in. I also have sprayed carburator cleaner around the carburator to check for vacuum leak and couldnt find any.
You Checked the Coolant temp Sensor? if its bud it will Put Engine in Full RICH and Load it up this way
