Depends on the year make and model. Older cars yes, newer ones are grounded the the computer. If you grounded the pump, it would be on all the time the key is on.

Ground from battery cable to ground

If its ok, then its ok. You didn't post why you was checking it, so im going to assume that you just want to make sure your ground is ok. I would remove where the ground is bolted to frame or whatnot, clean it with sandpaper, and replace. This will make for an excellent connection! It would not hurt to run a wire from a good engine ground, such as from the block to the frame, or intake to frame etc.

Usually you can attach a ground wire to any bare metal spot. Just find a screw somewhere that goes into the bare metal frame and it will be grounded.

Changed engine and cant remember where the 2 ground straps were located

It is less important where, exactly, they get located, find similar sized bolts, somewhere.

What is important is to Guarantee good connection between Battery, engine, and body/frame. Grounds that are poor cause power to have to go through other stuff, like cables, etc. Grounds are the most difficult to diagnose. Just make sure you ground everything to everything.

In marine, and often Mercedes a dedicated ground is run to everything. Grounding is common problem with trailers. I run ground to everything...Life just works then.

1997 Cevrolet blazer, dim headlights even after replacing. fuse box cannot be found.

A dim headlight after replacing would indicate a bad ground on that side. Check the black wire running from the headlight and try following it back to where it grounds. Or you can run a ground wire direct to the headlight and make sure you ground it to bare metal, or the negative post on the battery.
