No heat If I'm just idoling...

Sounds like you should be replaceing your drive belt to the water pump or the water pump needs to be replaced, idleing seems to not have the capacity to keep you heater core full due to either of the above.

My idol sits around 100-300 RPM

your idle should be around 750 to 850 in park or neutral
i don't know how it even runs at the rpm you listed.
your vehicle should have a tps sensor
"throttle positioning sensor" you might have to have it reset

01 xj jeep revs up at idol

That is completely normal for your jeep product idol ranges it does this while warming up it should drop back to 800 when completely warm or when you put it in drive and everything is a go try using a better spark plug from AC DELCO lifetime warranty ones that'll keep some of the heat under control and abnormalities in your jeep product don't forget to change your timing belt at correct interval if not sure when that is call your local dealer and ask the service dept at how many miles should you bring in for timing belt change but of course you can change the belt your self with a little determination and knowledge. wutxtye0rjd9d9ekmodqt1eoxkvn9hr9qjz1l3dabggyud7sdgr36czsrfxqenadhnijx9nfayi+sz1sug0aaaaasuvork5cyii=

I have a 4runner 1994 v6 3.0....how do I turn down the idel

You need to adjust the timing on the belts. This can be adjusted with a wrench. Adjustments should be made with slight measurements, a hair can change it. After adjustment, turn the car off and restart. Drive for a block and see where the RPM goes to when at idol. Keep adjusting until you get around 700-1,000 RPM.
Let me know if this helps.

Honda CR-V - 2004 - High RPM not returning to Idol RPM ????

i'am no expert on this car, but i would chk. the T.P.S. (throutle positioning sensor) there also may be carbon build up on throutle butterfly, not letting it close completely when you take your foot off the pedel.

Gas filter or cellinoid?

It could be either or I would change all fuel filters first go for a drive and give it some beans to get any crud out of fuel system if the doesn't work it could be a timing sensor or fuel sensor. They can be dear to replace but if it runs ok while not at idol I would be thinking filter as if they get to dirty they restrict fuel flow at idol but when at higher rpm the suction of the engine helps draw in fuel, although may still run a bit rough
