Stuck idle air control motor. Clean it and the throttle body. You might want to replace the air and fuel filters also. No year make and model.

If you're talking 4000 rpm, in neutral you'll cause engine damage! 2000 RPM is the max safe limit. Power loss is usually due to a restricted fuel filter. Does it smoke when running? (air filter), Try some Isopropyl alcohol deicer or fuel injector cleaner to ensure there's no water in the system. you haven't given enough info to diagnose the problem, i.e. drivability, history, and symtoms. If you are doing this with no load on the engine in park or neutral then the engine computers automatic rev limiter is kicking in to prevent free wheel/no load damage to the engine components

The accelerator pressed does not give full rpm

just about all cars with a computer have a rev limiter so you don't over rev it spinning a engine without a load is more harmful then with one this is normal

Hello there,

This is a normal operation, all your doing is hitting the rev limiter. It's there to protect the engine from over revving. The Powertrain Control Module or PCM cuts fuel to the engine intermittently to keep the engine from revving past a predetermined RPM when in "neutral", and in "park" if it's an automatic. Just in case something like a foreign object or a small child or animal were to inadvertently depress the accelerator pedal and rev the engine too high and damage the engine in result. I hope this info helps, and just for peace of mind, I am a Master Certified Ford Technician. Enjoy your new exhaust!! I'm sure it sounds great!!

My 2003 montey hits the rev limite at 4000

if you are revving the engine in park or neutral it will hit the rev limiter as this is designed into the computer so the engine won`t get damaged due to over revving.

In neutral car is not going more then 4000 rpm

The 300M is equiped with a rev-limiter. The technology is designed to protect the engine. It keeps you from blowing it up when it has no load on it...If it is driving and shifting ok, and you have no check engine light on...there is nothing wrong.
Why would want to rev the engine past 4000 rpm in neutral anyway? Max torque comes in around 3950 RPM...
If you keep reving it up in neutral you might throw the computer in to LIMP mode, then you wont go no where.
Hope this answers your question...
