the wiper motor could be the problem. could also be the mechanism
needs a lube or replacing. also, lift the wiper arms off the glass so they stand up then switch on wipers. if goes right , the motor is being overloaded. if still slow, the motor needs replacing.
They wiper bushing went out youll have to access the wiper motor then turn it on and youll see a plastic bushing broke apart and you need to put a new on.
If both the wiper motor and the washer motor do not work, then it is the 25 amp fuse, or the wiper control module in the dash...possibly the switch in the steering column, but I doubt that...

could be a few differnt things like could be gunked up on the windsheald to could have a fouled up moter clean off the blade and clean out all the stuff around the wiper moter should help it if not maby a moter going out
First check that the nut on the arm is secute,and that the motor is running ,also check the fues ,if you cannot heare the moter and the fues is ok change the moter
