The lock linkage inside the door is jammed or broken! You need to pull off the door panel to take a look at it. If you know what to do then, good. If not get a copy of the Haynes repair manual for your 2009 Dodge Avenger at your local auto parts place. It has everything you need to fix the problem. It might even be in the mating lock and catch assemblies where the door meets the pillar!

There is a cable that attaches to the inside door latch release handle. The plastic that retains this cable is most likely broken. I have seen this before. If the retainer is not holding the cable sheath correctly, the entire cable moves when the handle is pulled and does not release the door latch.
Remove the door panel and inspect this cable. You will see 2 cables (one is for the door lock). If the plastic is broken, you will need a new interior handle assembly.

take the bezel off around th door handle. take the screw out of the armrest. pull out the window switches and pull out on the door handle and pull up .disconnect the last two plugs then you can see the whole door handle

SOURCE: Driver door wont open
sounds like a hinge problem or the locking device to the door. Might have to play starkey and hutch for a while and jump in the window. Just kidding !! I would take to the dealer and have them look at it. But it appears to be the locking device the way it sounds.

I have this problem every year with my car, 1993 buick regal custom, 3.8. What happens is it gets cold, warms up a bit, and ice or snow melts and gets in the door, then it gets cold again and it freezes. I go to unlock and open the door from the outside and this problem arises.
There is a vertical rod on the left side of the drivers side, right side of the passenger side, that gets bent, from trying to open the door when that mechanism is frozen up. Just bend it back, a TINY bit and it will start working.
I got tired of taking my door apart every time it happened so i cut a little "door" in the cover thing, so i can get at that bar.
I also tried coating it in grease and that seems to lessen the frequency.
