My '03 GM has nearly the same problem, except my fan only works on high. Changed the speed control switch with no effect. If it is the motor, where is it located. Thanks

When you say it sounds like it wants to go on, are you refering to the fan or what?

Your EATC control module is bad. 100% all Grand Marquis and Crown Victorias with electronic ac controls.
I rebuild them with lifetime warranty.

Either your heater control valve is not properly operating or your heater core is clogged. Locate the heater control valve under the hood, should be close to firewall on heater hose, have someone adjust temperature from hot to cold and see if you can see the heater control valve operating if so replace the heater core, if its not doing anything replace it(heater control valve).

The blend door is stuck in cold position. That usually happens because the blend door actuator has failed.

You will need to test and replace the blend door actuator.

To replace the actuator you will need to take apart the dash and remove completely the instrument panel,d isconnect the connector, remove the four screws, remove the temperature blend door actuator and replace it.

The replacement is not a job for beginners, since you have to take apart the dash to access the actuator.

Regards.
