well it's worth checking , there is a fuse in the under hood fuse block labeled F/BLW , its for the front heater / air conditioner blower , and there is a TSB , technical service bulletin on the lights for the HVAC control unit , but this vehicle is covered under the 60k base warranty . i don't know if i would want to go to much farther than checking that fuse , taking the HVAC control out might void any warranty , be careful . do you have the owners manual to help you identify the F/BLW fuse under the hood ? if not i would ask the dealer to supply you with one , as there wasn't one at the time of purchasing your vehicle and maybe they will give you one . good luck with replacing the fuse , hope it works for you since it's so cold .

Apparently this is a recall matter and will be fixed at no charge. KIA Consumer Assistance Center 1-800-333-4542. Recall notices were to go out in May/June 2009.

It is either the tesnioner or the belt....easy way to find out is to spray the pulley that has no grooves....that's the tensioner. Spray it with WD-40 or equivalent, in the middle of the pulley. That is the bearing housing. Spray only that first. Start the motor...if it goes away, then you have found your problem. Try not to spray the belt.
If it still squeals, spray the belt with the engine running. If it squeals, replace the belt.
Has anything been done to the motor recenlty? If so, one of the pulleys may be a little off-centered.
