SOURCE: 95 Buick Riviera will shift into reverse but not

Worn bushings or linkage may be the issue due to age. There are many wear points. Can you do it without car running? If so it may be a transmission issue.

Your tranny rods are wrong. I normally leave things loose put the shifter in park, put the tranny in park and then adjust all parts and snug down. The next time you find that problem block the front wheels and jack the rear up to take the pressure off the right tire and it should come right out of park, this is the best reason to set the "E" brake.

The jeep always acts like its in gear it will move forward in nutral and will not go in reverse

They locking nut has come loose on the shift control arm on the side of the transmission, you need to put it in park and adjust it so the arm is all the way forward and the shift lever is all the way into the Park position, this should get rid of the car moving when the shifter lever is not in reverse.
