Question about 1993 Mercury Topaz
While driving the check engine light is coming on and the smell of gas is present. car appears to be running fine.
Take it to autozone and have them tell you what the check engine light code is (it's free!).

You can get a FREE engine scan at Autozone, Advance, and Oreilys. This will explain the engine light. Most likely you have a temperature sensor that is bad or your thermostat is stuck wide open.
I noticed you talk in KMs instead of Miles so you are probably in another country. This may mean you will need to go to a different autoparts store or garage who can scan your car. Your car may be stuck in the "cold" cycle which sets the throttle response and other driveability parts.
In a foreign country, you may not have the Pollution controls we have in the States so some of the responders may give you solutions for parts that are not on your vehicle. If you have catalytic converters, they can clog and give you some of the problems, but a cold engine usually means the coolant is circulating full blast and the thermostat and Electric cooling fan are over cooling your motor.
