Try taking to a safe place with plenty of space to ride and stop. when it is wet or on gravel. accelerate and then try to stop moderately hard. if it turns on, it should be working fine. but, my guess is a hub bearing. do you hear and noises coming from either side of car during certain speeds or whenever you are making slight turns?

SOURCE: 2000 chevy cavalier wont turn over, lights and radio work

The starter motor on a car takes a lot of energy, you may be able to use the radio but not have enough power for the starter. You also might not be able to start it because the motor's starter or it's relay is bad. So here's what to do:

Check the connections on the battery, try loosening the connections and moving them around a bit, then tighten them down good.

Next go try to start it up again. If it still doesn't respond, turn your headlights on and see if they are still bright. If they are, then I would look into the starter or the starter relay.

The relay is in a box somewhere under your hood, possibly with some motor related fuses. Take the cover off and look at the under side of it. The cover should have a sticker displaying which relays do what. Now look for the air conditioner relay. Check to see if the air conditioner and starter relays have the same number printed or stamped on them. ONLY if the numbers mach, put the air conditioner relay in place of the starter relay, and try to start it again.

If you still get nothing, then it is either a bad starter or wire somewhere. On this car it may be a bit difficult to find and reach, but try to get to the starter on the bottom of the car. You can find pictures online of what it looks like if you are not sure. Play with the wires and knock on the starter with something hard like a rock or hammer. It doesn't take too much to do it, even a firm punch can do it, just don't break it. If this works then the starter is bad and needs serviced or replaced.

If there is still no response after this, there is nothing more you can do unless you are capable of taking things apart and checking the wiring. Good luck!

DTC P1516 Throttle Actuator Control (TAC) Module Throttle Actuator Position Performance

Your vehicle has an electronic throttle body unit so it uses voltage signals to control throttle blade in the throttle body. There are a few different issues that can cause this problem.

First off there is a update for the PCM to address those codes, but you will have to take it to the dealer for that.

Second there is issues with the actuator on the throttle body binding up and causing the codes.

Third there is a yellow wire coming off the throttle body connector that breaks inside internally and cannot be seen to the naked eye. The best way to test that is to grab the wire about 5 inches from the connector and tug if it feels spongy or breaks, that

The dashboard warning lights on my 2000 Chevy Cavalier show a symbol - it seems like a cut view of a tire with T and C in the tire and a slash. What does it mean??

Sounds like the traction control is off.
Either from it being turned off by the driver or because of a problem with the system.
The symbols should be in the front section of your owners manual.

You want the tires with deeper tread on the front of the car. As you drive, being front wheel drive the front tires do all the work, the rears are just along for the ride so the drive tires will wear down twice as fast. About ever 6000 - 8000 miles, you will need to rotate the tires to keep all 4 wearing evenly

Enhanced Traction System Warning Light (TRAC OFF)

Sometimes it's a complaint with the ABS braking system. If it comes on and you have no other problems and stays on for while, check your brakes. I have had this issue before and had my brakes replaced. They were worn but for some reason were not squeaking.
