If you mean check the system for trouble codes, you will probably need a professional scanner to access the computer. A regular engine code reader will not work.
On some models in the 1990s you could make the ABS light flash the codes but I think that was before 1995.

Have the codes checked. There are to many possibilities for your car to list. Repost with the codes. Kind of problems it creates is lost power and handling.

New hub and abs light come on when turning or hit bumps

The brake sensors. Cars with antilock brakes have an amber or yellow warning light, which usually says ABS. If this light stays illuminated after the bulb check, it indicates a problem with the antilock braking system. The ABS controller will disable the system and your brakes should function as if you don't have ABS. In this case, you can safely drive the car to a mechanic for service.

Antilock brake system control module malfunction

I agree on getting it fixed. The system can also apply brake pressure to one or more wheels at any time.

Ani brake light comes on somtimes

"ani brake light"??? Do you mean Antilock Brake light? If the antilock brake warning lamp is illuminating while driving under normal driving conditions, then you probably have a malfunction in your antilock brake system. You must scan your antilock brake control module to find out why it has been illuminating the light. Wheel speed sensor malfunctions are a common cause of the symptoms you are describing, but you cannot be sure if that is what is causing it, or which one is causing the problem without scanning the controller and performing proper diagnosis.

1991 Lincoln Towncar anti brake lock light stays on.

It's very possible you have a faulty wheel sensor. Look behind each wheel. Around the center you can see a wire harness attached. Check each wire harness for broken wires. I don't think this car has a self test to tell you which wheel has the problem. You will probably have to take it to the dealer and let them tell you.
When the antilock light comes on your cars system is telling you of a problem and also that you have standard brakes now and no antilock.
You can most probably drive normally as long as the system is staying full of brake fluid.

Both the abs and brake light is on and stays on what could be wro

Your ABS systems use a combination of electronic and hydraulic systems to modulate the brakes individually to prevent them from locking up. Antilock systems consist of wheel speed sensors, a hydraulic control unit (HCU), and an electronic control unit (ECU). Because of how complex the system is your computer does a self-test. If the check is successful, the ANTILOCK and BRAKE lights will go out within a few seconds. If one of the component of the ABS system fails to pass the test one or both lights will remain lit. One or both warning lights may also come on while driving, also indicating a problem. If just the ANTILOCK warning light comes on, some ABS component has failed, but the car still has hydraulic brakes. You or a technician will have to perform further testing to pinpoint cause and the proper repair.

Please let me know if this information is helpful. Positive feedback is appreciated. Thank You!

Antilock brake light is on.and there is a constint

Grinding and squeeling, sounds like you need brakes and possibly rotors. If you can't do it yourself you might have to take in to get it fixed. The light comes on cause its letting you know that the ABS won't work but your regular braking system will.Check fulid level and brake pads and rotors.

The grinding noise could the the ABS pump or your brake pads could to worn to the metal backing and grinding against the brake rotors. I recommend a inspection soon for your safety.
