You really need to take the car to a mechanic and have it checked out.
Sputtering when you hit the gas pedal is usually a fuel problem and can be hard to troubleshoot. It could be low fuel pressure, a dirty fuel filter, or several different sensors.
The map sensor would cause the engine to run and idle rough if it was faulty. It measures engine vac.

put the test light on the positive of the battery and probe the neg side of the coil while cranking and see if you get a flashing lamp if not either the ignition module is bad or the pick up inside the distributor if the car has a tach if the tach moves while cranking it is most likely the module

SOURCE: o2 sensors on a 99 mercury cougar v6

I just got done replacing the O2 sensors in my 99 Cougar due to throwing a P0135 malfunction code. There's 3. Facing the engine there's one in the front coming off of the front header, which is easy to get to. Another more tricky one if between the engine and the fire wall on the rear header pipe. The third is under the vehicle behind the transmission pan on top of the exhaust. In order to replace the O2 sensor near the fire wall you will need to remove the 4 retaining bolts for the ECM module and move it out of the way. Additionally you will need to remove the 2 retaining nuts for a wiring harness that is seated below the ECM module. Pay close attention to the connectors because the front and under vehicle O2 sensors have round connectors the one near the firewall has a squared connector. I was able to replace all 3 by myself in approximately 35 minutes. If your throwing a O2 heater malfunction code it is most likely going to be the sensor near the firewall. make sure that you know someone with a code reader so the code can be cleared. If you're do for an emmissions inspection be sure to put at least 40 miles on the new O2 sensor with different types of driving (e.g. highway, coasting, decellerated turns and rapid acceleration). Gotta love project cars for your kids!!

Changed the spark plugs, battery, and fuses on my 2002 mercury cougar and it still wont start it just shoots out smoke from the exhaust.

if it is black smoke ,a number of things could cause this problem,map/mass air flow sensor,or timming,,if it is white smoke and head gasket or crack in the head would cause it to burn antifreeze.

hi,
plug the EGR line and see how it acts. better yet put a ball bearing in that line and reconnect it to the EGR and see if it goes away. definate vacuum issue somewhere. tranny modulator, check every line coming off the firewall manifold. the throttle position sensor might need to be replaced. its one of the only moving sensors under there. on my 89 tempo I could adjust my idle, move that idle screw around so it idles up a bit to get it out of that dead area on the TPS. plug wires after that. those notchbacks are getting extremely rare, and with a V8! put it far far away....
