If you mean the dimmer switch it should be part of the turn signal switch on the side of the steering column.

SOURCE: low beam head lights won't work
Check your relay switches under the hood fuse box. They should be a light grey from factory, they are about 1 x 1" in size and there are a few in there. Pull one out at a time and if they look brownish or yellowing replace. Go to Napa or Auto Zone for $15.99 a peice that most likely will fix it.

SOURCE: high beams dont work
Could be that your high beam light's are burnt out and need to be replaced. When you say the the switch is new you mean the lever on the stearing collum is new right?? Good luck
