Question about 1991 Honda Civic
If I go to start my car right after I just turned it off, it will start, but it hesitates. Not sure if this makes sense. Sometimes, I will have to wait 5- 10 minutes, because it will not start. This only happens when I've been driving and I turn my car on and off. For example, if I just run in the store for a minute and start my car again! Could it be my gas filter? Someone mentioned that to me, but I know zero about cars! Thank you all.....
I had the same problem in an 89 accord. And my 91 Civic as well. There is a sensor that I had replaced for 50 bucks. After the car warms up, the sensor wouldnt work correctly-and upon trying to start it, it wouldnt send fuel to make the car start. I am pretty sure that may be your problem. I dont remeber what it was called, but you can ask a mechanic what sensor that is called and have them check it. Worked for me!

The gas filter could partially be at fault, but have a fuel pressure test done, and also have the throttle position sensor checked. good luck.
