Yes.
The cat could restrict the exhaust flow and cause the engine to run hot.
You would also notice a reduction in power and the check engine light would probably be on.

if the wiring is good and there are no blown fuses, likely the gauge itself will have to be replaced

Sounds like it's you spark plug leads. Depending which engine you have in there, if you have the 2.4L then it is a module.

only if its under 3 yr / 36000 mile warranty. if the engine has been running bad, check eng light on/flashing / rich ect, that needs to be repaired, thats what causes the cat to clog up.

You need to have the the MAF checked. There may be a fault in the wiring loom or in the MAF itself. As the MAF has been changed you may also be starving the CAT of airflow.Check for restrictions caused by a faulty MAF.Starving the CAT will cause severe overheating or you may be overfuelling and causing the CAT to overheat due to wet fuel in the system...

Why is my exhaust running like this?

could be a failing cat converter and the code would be refering to a roblem heated oxygen sensor (HO2S) in an exhaust manifold before the cat converter
have an exhaust shop check the cat converter as they do break up internally , rattlr around and in some instances can block the exhaust system

My 97 chevy cavalier will not go faster than 35 wat could be the problem

Assuming normal torque and no slipping at the tranny, a dead catalytic converter will cause this.
