Got a 95' Silverado also. This happens from time to time. Start at the Bottom of the Door Panel and Loosen. Remove the Screws from the Top Panel. The Panel will Probably not come all the Way off so, You will need to work under it. That Handle is just Pinned. Once you get up to it Just remove the Pin. Buy some Replacement Plastic Clips for the Panel. You will need them!

try to remove your door panel and check to see if your latch is still connected. some times the rods will drop off. That or your catch on the door itself has come loose and dropped down enough to cause the door to stick and will not open from both inside or out
