Find and remove the horn fuse or relay to keep the horn from blasting and attempt to start the vehicle. If it starts inspect the clearance between the horn switch and its ground contact. If there is a factory alarm, which I doubt, that has been reset by disconnecting the battery/battery going dead then call your local Porsche dealer for additional advice.

Battery

I've had this exact problem before when being jumped off. The fob DOES NOT make it stop. We removed the fuse that goes to the horn. As soon as your battery gets recharged from the alternator, the fob will work again and the alarm will quit sounding. The only pain about removing the fuse is that the cruise control will not work until you put it back.

Horn

Most likely the horn itself is shorted internally. You can remove the relay or fuse from the underhood fuse box to shut the horn off for now. Once you buy a new horn a trick, fast way to replace this models horn is to remove the drivers side headlight and right below that you will find the horn. This way you dont have to lay one the ground to change your horn.

1992 Pontiac Grand Prix Problem

The horn wire is grounding out inside the column. Probably got pinched or a little insulation stripped. You will have to trace the wire thru the column or just replace it.
