SOURCE: The passenger wing mirror of my Citreon Xsara,

if you press the outer edge, you can move the mirror glass to the central position so that you can then adjust it electrically.it will click as you move it.......by the way citroen and peugeot ARE the same,chassis/engines/electrics,in fact EVERYTHING bar the outer skin.ONLY CHEAPER.......and depreciate more rapidly.....

My wing mirror on my elderly peugot car has smashed. Can a piece of mirror be cut to size and fixed?

Yes, and in fact this is a common practice with older cars. They can do the rounded corners and all. I had one made for an older Tarago. Go to any good glazier that makes mirrors. The piece is usually stuck in there with neutral cure mirror silicone.
