The blower is located under the passenger side of the dash. There is likely a trim panel that will need to be removed to gain access to the blower motor. Once the panel is out of the way the three screws that hold the blower to the housing can be removed and the blower motor will drop out. You can then inspect and/or remove the parts that are blocking it.
More than likely the squirrel cage fan attached to the blower motor has broken or come apart causing it to bind up in the housing making the vehicle blow a fuse. Check the fuse block for the blown fuse then try the switch for the fan speed again if no noise, you may want to inspect the fan for damage.
