I just replaced the turn signal flasher today in my 1996 Olds Ciera. It was not near the steering column. It's actually behind the fuse box in the glove box but the easiest way to get to it is to remove the ashtray/cigarette lighter and it's harness and reach back to the right behind the fuse box. It took all of 10 minutes to replace. This is not the same as the hazard flasher, just the turn signal one.

If not in fuse panel, take ash tray out, unscrew ash tray assembly and pull out. The flasher is on the right side of the ash tray right up front.

there are two flasher for this car, one for the hazards and one for the turn signals, the turn signal flasher is located behind the center of the ashtray, the hazard light flasher is located on the fusebox center.this fuse center is located behind the right side of the dash to the right of the glove box, hope this helps.

Testimonial: "Thanks for the advise! The flasher was behind the ashtray to the right, just next to the glove compartment. It is just hanging there!"
