One mechanic told me with a 1993 tempo, the only way to access and replace the harmonic balancer is to take out the engine.  An estimated $900 repair.  Is this an accurate assessment?

I have a '94 Tempo, it had a "ticking" sound. It was the "harmonic balancer" (crankshaft pulley) a local mechanic changed it for $60, the part cost me $120 (I work for a Ford dealership) $180 without employee discount. you can get one for much less at a junkyard if you can find one. Good luck, Sean

This guy gives loads of info on the Tempo:

"A problem that only the 1992-1994's have is the harmonic balancer. This is the main crankshaft pulley. See starting in 1992 ford went to a cheap rubber and metal pulley to cut down on vibrations. The rubber dries out due to engine oil on it and the elements and age. Once the rubber dries out it can crack and cause the pulley to slip and make loud noise when the car is at an idle. The cost of this repair is around $350.00 and the new OEM parts are much better then the OEMs that were put in the cars in 1992-1994's. The pre 1992 tempo/topazs used a solid metal pulley that never failed. Some, but not all of ours have went bad. Most went bad around 90,000-miles. I have seen people drive these cars for years with the harmonic balancer out of wack. They should be fixed real quick, but you don't have to. Some of our 92-94's have over 170,000-miles and never went bad yet. Solution=only have a certified name-brand shop do this repair and only use a new harmonic balancer or you will be paying for it again real soon...."

I also found this on Auto Zone that may be helpful:

My 93 Mercury Topaz has had a loud rattling noise on the right side of the engine for over a year and has gotten louder with time. I man at a gas station told me he had the same noise with his Ford Tempo...

A mechanic would use a stethoscope to listen for the source of the noise.
If it is a loose balancer, you normally remove the motor mounts and support the engine from the bottom to gain access to the bolt.
It would be advisable to take the bolt out and use some locktite on the threads.

My 1992 Ford Tempo won't start. It acts like it wants to start by turning over but there is no catch to fire it up. So far the alternator, harmonic balancer, fuel pump, plugs, distributor and filters...

...the harmonic balancer was replaced? I hope that was not in relation to your vehicle not starting - if it was, that was a waste of money. The first three things to check for are fuel, air, and spark.
You need to test if the spark is making it to the end of the spark plug - can be done by removing a plug and placing it in the wire - and setting it near something that it can arc to. Just don't zap yourself.
Next, check for fuel pressure.
Check for a clogged air intake system or dirty air filter.

After than you'd check for compression - by putting a compression gauge in to a spark plug port. If the compression is low or off by 25% in one cyl from the different ones, this is an issue.

1993 tempo makes a rattling noise at idle..went to a mechanic that fixed the harmonic wheel 1 1/2 years ago and he said it went out again, that the balancer on tempos always go that...

pcv valve should do that: that stops the ventilation)(when you put your finger on it), so the car dies.<p>
the balancers don't always go out; but with a weak cranshaft they will. I'd let someone else check your engine you trust.

1993 Geo Prizm Lsi Harmonic Balancer

Yes a harmanic balancer from tha corolla is the same thing. I had to do the same thing with my 95 geo. It works out to be a lot cheaper buying for a toyota than a geo.
