My dad helped me solve this problem on my truck...
They simply pry off. He put down a towel to protect the cowl grill, took a hammer (using the split end) and pried them right off.
There was no mechanism holding them on, when we were done working under the grill, we used the same towel, but the other side of the hammer to stick 'em back on.
You posting is slightly confusing but I gather your windshield wipers stopped working.
The repair method is as follows;
) Check the fuse.
) Check the wiper motor. Turn the wipers on and listen for the hum of the motor.
If you hear the hum then the linkage has probably come loose. You will have to take the covers off
to get to the linkage for the wiper. You can either repair the parts, get salvage yard parts or replace with new part$.
If you do not hear the motor hum then you should verify electricity is getting to the motor. A simple
voltmeter can be used. If the motor is bad you can replace it. Call some auto supply stores for after-market motors or call salvage yards for parts.

I looked this up on WikiAnswers. Apparently the 2005 dodge magnum has 2 fuse boxes. One is under the hood on the passenger side and the other is in the trunk, next to the battery, in the spare tire storage well.
