1986 Volkswagen Cabriolet turn over but not fire

I've been to the shop a few times. New timing belt has been installed, and the previous owner says 9/10 times it is the fuel pump relay under the dash because moisture was getting in car. I got the leak fixed, and it didn't rain or snow. I woke up, car won't turn over again, so i made sure relay was entirely dry and I plugged it back in and tried again. It will not start, it'll begin to make a firing sound for a split second occasionally. Before I didn't even get the split second. I think it may be a fuel pump or something about the relay I don't understand. It will run an entire day when it works, then next this happens. When it does start, it is instant.

So you have no spark from the coil or you have spark from the coil but not at the plugs. You said it turns over really fast? Have you checked the timing belt?

How to fix the horn. or rewire a horn. the previous owner stated that he took out the fuse for the horn because it would not stop beeping . I need the horn to work to pass safety

Apparently the previous circuit of horn is shorted making work all time.
Just check entire wires, relay and horn button in your car for shorted and have them fixed.
Otherwise you need to install new set of horn system ( horn button, wires and relay)

My 86 volkswagon cabriolet died while on a freeway on ramp and would not start again. (Have since changed the spark plugs and wires) but will still not start. Suggestions on what to check next?...

I would check the timing belt. Verify that the fuel pump underneath the passenger rear seat is coming on when you turn on the key. I would also check the fuel pump fuse and fuel pump relay that's mounted under the driver's side dash, if the fuel pump isn't running. Also, check the distributor rotor, I had one break and fall apart on my Jetta.

Cold start valve?

When it's cold, try starting the car and check to see if the cold start valve is getting power. You may have a bad fuel accumulator.

Is it getting fuel? It has two fuel pumps. Have you checked for spark?

I need to know the correct position of the timing marks on an 86 jetta 1.8

For 1.8 SOHC engine then your timing marks are as follows : Align the dimple on the intermediate shaft sprocket with the V-notch in the crankshaft pulley, also Align the dimple or grove in the camshaft sprocket with the upper surface of the cylinder head, where the cover mounts (on the front spark plug side) of the engine. I'm assuming your timing belt broke or something to get yourself in the position, once you align both sprockets you can then install your timing belt. Good luck hope this helps
