Question about 1995 Nissan Pickup
I have changed the fuel filter ,checked the relay switch, checked the fuel pump. Any ideas on what to check next?
Always start with the least expensive things, fuses, timing, fuel pressure regulator?

How did you check the relay - they are very often the cause of no start problems in these trucks. If not, I'd bet on the starter as #2...

If it's like mine, the relay is located on the passenger side fender wall. You should see a set of 5 relays together. It is the first one in the back.

a lot of people have reported this issue with the 2001 Nissan altima. it is a design flaw and the idle rpm fluctuation is caused by a bad intake manifold gasket. the part only costs about 10 dollars but do to the 5-10 hours it takes to replace it is a very costly on the labor side

Fuel injected or carb? Make sure fuel line itself is clear. Some pumps are designed to self regulate (carb systems) some continually pump and a psi regulator sends back the excess fuel back to the tank (fuel inj systems) If the line is obstructed then pump can't deliver fuel fulltime.
If you think pump is not on consistent, try running a dedicated wire through a switch directly to the pump. If it works then you are looking for an electrical fault going to pump. Good luck.
