Assuming that the Check Engine light is not on, and assuming that the ignition is all good (cap/rotor/wires/coil/Toyota spark plugs), I would think that your timing belt may be stretched.

    Is the Check light on?

Injectors ,when dirty, tend not to spray as well,so it might be that......try some fuel injector cleaner. Also if you have a bad o2 sensor .The o2 sensor tells the computer how to mix the air and gas mixture

Toyota 92 4 runner v6 3000 run very rich how to adjust

I assume your car has fuel injection -- if so, the computer adjusts the amount of fuel delivered to the cylinders, and you can't change it.
Why do you think the engine is running rich? If there's smoke coming out the exhaust, it could be a leaky fuel injector, a blown head gasket or a failed piston ring that's allowing engine oil into the combustion chamber.
If there's no smoke, but the engine isn't running well, consider all the usual suspects: dirty air filter, worn-out spark plugs/wires, partially clogged fuel filter, dirty fuel injectors, wrong ignition timing, corroded connectors in ignition circuit, failing fuel pump, etc. Also, figure out the location of the intake air flow sensor (usually between the air filter and the engine) and clean it (using a spray specifically made for that purpose, NOT carb or brake cleaner).
You also could consider a SeaFoam treatment for the engine, but it needs to be done carefully -- check an online forum for the right way to do it for your vehicle.

After changing distributor cap , rotor buttons, plug wires and spark plugs on my 1992 Lexus LS 400 i'm still having white smoke coming from from both exhaust pipes when starting after the car sits a while...

White smoke coming from the exhaust upon startup is merely water vapor, which is a normal by product of combustion. I do not believe you have anything to worry about. It disappears after the engine warms up a bit.

1992 toyota camry v6 backfires and has white smoke

It seems you may have a head gasket leak from the coolant jacket to one cylinder or more.
To confirm this you should get a radiator leak-down test, to see if the coolant jacket does have a leak, and a compression test to see if one or more cylinders have a leak.
The white smoke is coolant vapour, and the backfiring, fuel igniting only once it gets to the hot exhaust from other cylinders.

I have a 1992 camry v6, its blowing white smoke when I drive it and it seems to lose power. Could it be the turbo charger?

Actually is sounds more like a blown head gasket or intake gasket. The white smoke is probably water.. and my guess is your coolant reservoir tank is dry or soon will be.. and the next thing will be overheating. The water is getting into the combustion cycle and turning to steam as it blows out the exhaust. Hence white "smoke"..

The loss of compression due to the gasket leak on one or more cylinders would account for the loss of power as well.

I was not aware this model came with turbocharger.. unless an aftermarket one was added.

A good shop will do a compression check and identify if it's the head or intake gasket.

Best of luck!

It sounds like you have a blown head gasket, or maybe both head gaskets....it has all the symptoms of such.....
