My 1999 gram am engine light ison and chage oil light and traction off light is on and it is shacking and losing compression wont go to fast

The change oil light is its own issue. Not connected with the other lights. The traction light could be on because the engine is not running right. So the traction control is disabled.
You need to get the engine computer scanned for trouble codes to find out why the engine is running rough. Remember codes are only a guide for checking and testing, not a direct command to replace parts.

My 1998 318 i has problems starting in the mornings. I have chaged oil & gas filters, gas pump, and starter. the problem still didnt get better.

The age of your vehicle guarantee's a vacuum leak. It may sound silly but the truth is rubber grommets, and hose's shrink and dry out over time and the harsh environment under the hood makes it worse. Check all vacuum lines and fittings attached to the intake manifold, valve covers (pcv valve), and be sure to check for a vacuum fitting on top of the intake just behind the throttle body. Does it fit tight in the hole? You can seal loose fittings with a high-temp RTV (Red) silicone sealant/adhesive. Several small leaks add up and your engine, heat/AC, and transmission will be all to glad to tell you about it.

I need to chage spark plugs but i am not sure where they are located i looked but didnt see them

Hi, viewer! The spark plugs of the engine is being concealed underneath the top engine dress cover. Remove first the engine oil cap turning it conterclockwise to remove.. Then grasp the engine dress cover from side to side while pullling upwards. There are no bolts, and there are only 2 pins holding the cover from below. Just pull carefully upwards with enough force to detach . With the cover removed, you will easilly see one row of the spark plugs in front of you. The other row, is on the other side of the engine, near the firewall. And don't forget about the oil cap when fixing it all back. Was that okay? I hope wyet-helped, goodluck! : )

Just bought 07' accord with 31, 000 miles and oil was changed by dealer before delivery with next change due in 3000 miles, now oil gauge in dash is saying oil at 15%,

Guess the guys at the dealership forgot to reset your oil chage light. Check your oil to make sure its not black. If its at a good brownish color then get to your oil life screen on your car and i belive you hold down the check mark button till the oil light resets (30sec) or so.

Oil light goes on and off and engine has a knocking sound.

This sounds like severe engine damage, do to loss of internal lubrication (no oil). That's the bad thing about 'idiot' warning lights, they come on when u have a severe problem, and the damage is done. You are going to probably have to purchase a used engine from an auto salvage yard, or purchase a re -manufactured engine. Sorry for the bad news, this is about as bad as it gets.
