2001 caddilac deville dhs shakes when it goes over 60mph and makes thumping noise from rear passanger side when i brake

Check the U-joints this will give you a thumping sound by running
out of round. Banging on bottom of car.
The noise in the rear could be a bad wheel bearing, I had that
happen when the race of the bearing came apart.

My emergency brake light has come on and stays on along with the little circle that looks like there is water or something on it in the message display...they both come on at the same time when starting...

I'd probably safely raise and support the rear of vehicle, make sure rear wheels turn freely, no braking action unless brakes are applied. You could raise one wheel at a time.
Check the emergency brake release mechanism, the switch and wiring circuit?
My main concern is your not driving down the road with braking action ongoing w/o brakes being applied.
My ex drove 50 miles one time with e-brake not fully released, the brakes were smoking like crazy when she got home. Glad she got home ok. I'm glad it didn't catch fire.

Smoke coming from right front wheel area after 10

Check the brakes. You may have a caliper dragging due to lack of preventative maintenance. If you never flushed the brake fluid every couple years, the caliper piston could be rusted and sticking.

Smoking from my drivers rear tire and alot of grinding??? what could be my problem

Sounds like a brake problem and could have a wheel cylinder leaking onto the hot brakes or a axle seal leaking onto the brakes. Look on the inside of the tire and see if there is any wet fluid on the tire .

After 20 miles rear brakes tighten up and makes thumping noise

It is probably the flexible rubber brake line that runs from the axle to the metal brake line on the frame. When these become old they don't allow the brake fluid pressure to reduce when the brake is released.

Soft pedal,30 percent brakage

Air in Brake system need to be bled or master-cylinder is BAD. Noise in rear can be alot of different things NOT related to Soft pedal for example bent backing plate, wheel bearing etc. I would recommend removing brake drum and take a look at brakes in the rear contact if you need more help. Good Luck. Thanks for using FIX-YA

Smoke from front passanger tire

The brake caliper is rubbing the rotor. If you had the brake work done at a shop, take it back and have them fix it. If you did the work, check it again. Check for kinked hose, or improperly assembled parts. Also check for foreign material, such as a small rock stuck in the caliper.
