There is a TSB (Tech Service Bullentin) on this problem for the 2006+ Eclipse's. This will be covered under warranty.

I had this happen to my old beater grand am. It was actually the starter solenoid giving the starter constant power when the solenoid receives power (key to run position) Is this car auto or manual

Inspect your brake light switch that is located on your brake pedal, these little puppies are notorious for failing on these vehicles, I hope I could help, rate me accordingly, Thanks!!!

Looks like the park light harness got a short circuit.
Check the wire harness leading to the tail light. One of the power wire( usually red wire ) is stripped off the rubber insulation and touches the metal body ground. Check also the tail light connection and bulbs base contact points..
When you found the wire insulate it by using any plastic electrical tape.
