NO ERROR COMES ON. NO HIGH TEMP ALARM OR ANYTHING. TEMPS GO TO ABOUT 220 IN TRAFFIC OR SLOW SPEEDS.

Are you sure, this seems high. I was looking in manuals and it states that fans should come on around 195, When i jumper the temp sensor it also stays at 195 and shows alarm.

I know of no GM car that turns the fans on at 195 F unless it has an aftermarket ECT or fan sensor depending on the year and model, Yes I an sure. I have 2 GM cars, one is a 98 Buick, the other a 96 Corvette, they go well up towards what would be overheating before they turn on the fans, have u used a scan tool to see what the ECT temp is when u think the fans should be on, it is a much more accurate sensor than a engine temp sensor for the guage, this is the sensor I watch when checking fan operation, I get allot of people who think there fans are not working for the same reasons as u, the manual says 220-225F, but the actual temp is a little higher, around 230-235F as I stated. Why so high? simple to get better fuel mileage and to lower emissions, they would run them higher if the engine could take the heat and the oil and coolant wouldn't break down.

95 grand am radiator fan only runs with AC on

Cooling Fan Temp Sensor is the First thing You Check (with what you have described) Cooling Fan Should ALways come On When The A/C is turned On as A/C Adds A Load to Engine, If Temp Sensor is Faulty it Will Not Give GROUND Signal to ECM >For COOLING FAN >RELAY to Give ground and turn ON The Fan.
There ARE 2 temp Sensors that Serve Different Purposes 1 is for Dash READING GAGE & Or TEMP LIGHT the Other is For ECM or Fan Relay (SAME Thing) you Said>""can disconnect the sensor and fan continues to run" < This Leads me to think you Changed the Wrong One. Not Questioning your Skills Just Here to Help.
TEMP SENSOR FOR 3.1L V6 is Located upper RH rear of engine compartment, near exhaust system. Temp SENSOR for 2.3L Engine is Located in LH rear of engine compartment.
I Hope this Helps Lead you to a NON-OVERHEATING Pontiac.
Good Luck and Have A Great Evening. rejakwilson
