First of all when was it you did the last tune up? and the problem with the power steering is either the drive belt change that first before you change the power steering pump

1996 Chevy Cav. When i put key in to ignition,

Hi Jamie,
As you turn the key, **** the steering wheel hard side-to-side. The anti-theft interlock between the ignition switch and the steering is just jammed. Happens to all cars from time-to-time, and that's the fix.

My 2006 Malibu steering wheel is going bad.

The power steering is electric on that car. It has a electric motor on the column, and a control module. There are several causes that could be the problem. You need to have it scanned to get a better idea of what to do. If you can give me the codes you get then I will be glad to advise you on what's best. Good Luck
