I believe that the cable has to be adjusted. Most cases, the cable adjustment is off. Worst case senario, is the bushing in tranny is worn out.

SOURCE: 2000 volks: gear shift will not
If the lever is lose, then you have broken the shaft attachment to the shifter hub. THis things are not explained in the manual.
The manual transmission can fail in a limited number of ways:
Difficulties in shifting the gears that start and deteriorate progressively. Noise. Shifter moving and bumping into the hub without engaging gears, often with grinding noise.
Low fluid: Symptoms are similar to a broken gearbox.Additionally, either the fluid level is low, or the color of the fluid is dark brown instead of red.
Shifter shaft broken:
Shifter shaft is lose, usually it does not follow the shifter hub channels, moves back and forward, and does not engage gear. No grinding noise.
Problems with shifter hub mask:Similar to broken shaft. Only the shaft moves following the tracks in the shifter hub. Usually problem is only with one or more gears, not all of them.
From your description I think that the shifter shaft is broken. The repair is not an expensive job. It is charged one or two hours garage (£40 each in UK) plus the shaft.
Please, let me know if you have more questions.
